TWC GAD Initiatives in TVET
TESDA through the TESDA Women's Center initiated the formulation of the GAD in TVET Plan 2007-2009 which takes the widest possible approach in gender mainstreaming in the TVET Sector. It espouses the premise that the development of a globally-competitive Filipino workforce contributes to the equality of Filipino men and women. The plan builds upon the Framework Plan for Women (FPW) and the National Technical Education Skills and Development Plan (NTESDP) with the vision of an empowered Filipino workforce enjoying equal opportunities in becoming economically productive, nurtured by a gender equitable TVET system and a gender responsive society. It has the mission to increase the opportunities for women to be economically-productive by ensuring that the TVET policy and program framework and the TVET system are gender-balanced and that society at large recognizes the co-equal role of men and women in the country's development.
The plan also sets forth the following goals, namely: 1) That the gender and development framework, concepts and advocacies are understood, internalized and applied within the entire TVET sector; 2) That the competency and employment gaps between men and women across the country are significantly reduced; 3) That a critical mass of potential women technopreneurs is developed; and 4) That key stakeholders understand and support the economic roles, changing needs and aspirations of women. The plan will set out a broad framework for all partners and stakeholders in TVET to contribute to the attainment of these goals.
The challenging work of integrating gender concerns in TVET falls on the Gender and Development Advisory Committee (GADC) which is the integrating body to ensure coherence for GAD in TVET policies. This committee is composed of multi-sectoral representatives headed by Former Senator Leticia Ramos-Shahani which shall act as the advisory body on GAD in TVET concerns to TESDA.
